Q: When was the project completed?

A: In May 2005, GAC Construction Co. began work on the removal of old utilities infrastructure and installation of new utility services, roadbeds, park recreation areas, community dock and green spaces.   The project was officially completed and the plat recorded in March 2006.   

 

Q. Where can I read the restrictive convents?

A: Detailed restrictive covenants are available on the website in PDF format.  In addition, the developer’s tree protection plan and design guidelines have been published on the website for easy review.

 

Q:  What builders are eligible to build in Cove Pointe?

A:  There are no restrictions that would preclude any properly licensed contractor from building a home in Cove Pointe.  However, all plans must be approved by the Cove Pointe architectural control committee.  This committee is reviewing plans and a plan submission form can also be found on the website for easy download.

 

Q: How can I submit an offer to purchase?

A:  Additional lots are offered through the MLS.  Please contact ERA Neubauer Real Estate, Inc., or your Realtor for assistance.  A special contract format can also be found on the website.

 

Q:  Can I build a dock on the waterfront lot I purchase in Cove Pointe?

A:  The construction of docks is regulated by the Florida Department of Environmental protection.  (http://www.dep.state.fl.us/northwest/  )The developer has not been notified of any restrictions that would preclude property owners from applying for a dock permit. 

 

Q:  For the initial offering of lots in late 2004, why was the bid process used instead of selling on a 1st come 1st served basis?

A:  It became apparent that demand would be far greater than the number of lots being developed.  The development partners agreed that a sealed bid procedure would be the least controversial and the most reasonable method of selling.  Prior to this decision only a few lots had been committed to prospective buyers or reserved by partners.  Remaining lots will be sold through the multiple listing service.

 

Q:  What is the history of the property being developed?

A:  The 33-acre Cove Pointe property was acquired by the Department of Defense in 1942 and developed into a military housing area.  When the Air Force elected to declare the property as excess, special legislation filed in 1999 made it possible for the Air Force to transfer the property to the City of Panama City.  The City solicited bids from prospective developers in September of 2002 subject to strict development criteria, and later facilitated the transfer to the developer that won the bid process, Cove Preservation Partners. 

 

Q:  What steps have been taken to protect the trees?

A:  The Developer submitted a detailed plan for the retention and protection of trees to the City of Panama City in September 2002.  This plan has been carefully followed through the design and construction phases of work.  A copy of the plan can be found on the Cove Pointe website.  A preliminary tree survey can be found on this site.

 

Q:  What is the water depth along the shoreline?

A:  Watson Bayou has become a popular waterway to boaters because it is reasonably well-protected and offers water depths sufficient for boating.  Depths vary along the shoreline of Cove Pointe and these have been considered in setting base prices of lots.  If this is an important issue to prospective buyers, they are encouraged to investigate the water depth independently before submitting an offer to purchase.
